I would go out and buy a bottle of that spray stuff that stimulates a dog to go pee. It gives the scent of urine and helps the puppy to recognize the right area to go pee. If you carry that with you when you go places and spray in the area you want her to go pee, she will do it, if you give her enough time. She will also learn to go anywhere (on grass) after a while.

This is what we did with our little one and she has no problem going on grass anywhere we go (i.e. side of the road, shopping areas, parents house, ect.)
