Yes, it could be true, even with papers...although I'm suspecting that what you are seeing is what many refer to as "line breeding" rather than "inbreeding."
As far as her teeth, retained baby teeth are not uncommon. You will need to schedule to have them removed however. Generally having that done at the same time as a spay is the best option--kills two birds with one stone.
