I to, agree with this. I know, Millie never regressed, but I never let up on her either. I was too paranoid about it and did not trust her until she was over a year old, even though she was very much trained by 6 1/2 mos. I was a mad woman and with every obstacle (rain, snow, etc.) I totally reinforced what was expected.
With the rain. I would find a spot around the house that had the "least" amount of rain blowing or coming down. We did not have a "covered" anything. I would stay out there with Millie until she would go. If she refused I would come back in and take her out again after about 10 mins, but I was watching her the whole time in the house. Some times, Millie would try to get back in the house, but I would stay at the door, blocking it and kept repeating "go potty" and eventually she got the hang of it. It really sometimes is a battle of wills, but you have to make sure you win every time.
Snow was better. My husband would go out and shovel or sweep an area in the grass for her to potty in and she did not mind it like she did the rain.
