If the rain is the only thing causing the regression, then it's totally normal. Do you have a covered patio or somewhere else covered for your dog to go?
If it's general regression, I think the problem is often that we regress. We become accustomed to the dog's progress and stop keeping as close an eye on the. If this might be the case, try tightening up the schedule and house rules and see if that doesn't help.
