I have met people that have litter box trained their yorkies...met an elderly gentleman at the vets one time.

I think like any and all training it takes some time. Good luck.

Lulu was wee wee pad trained and then moved on to the outside. She is strictly outside now. She doesn't enjoy the rain much but if the weather is bad she goes even faster.
