A dog's testicles should be in the scrotum by about 6 weeks of age, although some drop later than that...some MUCH later or never at all. But most are in the scrotum by 6-8weeks of age. When you neuter a dog, you actually remove the testicles and tie off the spermatic chords. A vet will remove both testicles in a neuter. If they haven't dropped by the time of a neuter, they will have to search inside of the abdomen (like in a spay) and find the retained testicle. Neutering early should be no different than a neuter on an older dog
