Question Washable Potty Pads

We are new to the potty pad game. Our girls have always been trained to go outside. I never wanted to use potty pads indoors because I don't want them to think it is ever acceptable to eliminate inside the house. We now live in an apartment so I recently began training them to use potty pads out on the balcony. This way they are still going outside to do their business, but we don't have to walk them out to the grass in the complex in the middle of winter or bundle up in the middle of the night to take them out.

I'm learning, however, that disposable pads are quickly going to start adding up! These suckers (especially the decent, absorbent ones) are going to take a chunk of the budget. I'm considering the washable kind to save money and be kind to the environment.

My question is... will my girls become confused thinking any similar fabric surface will be okay to use? I don't want them to get the wrong idea.
