Write, call or email the AKC...address on the web site. Make a complaint. Tell them everything the breeder said and you are waiting for papers. When a breeder is in good standing with the AKC and parents are registerible, it is very fast and easy to get papers. They usually contact the breeder or even inspect records if you make enough noise.
You can go to small claims court...show the difference in the price of a pup with and without papers.
May do not do much good, but none of this cost you more then a few dollars and the breeder might get think twice about ripping people off next time..and you might get some satsifaction.
