I think your little one will be fine left alone for a couple hours while you're at the commissary, mine always have been and I have two. (I find it you get right there when the commissary opens at 9am you can get in and out fairly quickly). Just make sure to tire him out a bit before you go and he'll probably sleep the entire time.
Do you have an Xpen to put him in with some food/water, toys and pads? He needs to learn you won't always be there every minute and he is going to have times where he's by himself.
I'd say a neighbor who would charge you to watch a puppy is obviously not a friend so therefore I wouldn't consider leaving my puppy with a paid stranger. I'd feel better leaving him home alone in his Xpen to sleep and play with his toys.
