Does your vet specialize in small breed animals? Jeter is 10 weeks and he is not yet potty trained fully, my vet said it takes a while for him to get their. Jeter will alert us that he has to go out by a whimper. I am also able to stay home all day with him so he does not spend time by himself for long. I look for him to show signs that he has to potty, like sniffing and walking in a circle, when he does this I say Jeter go potty and he will make some noise of some kind, bark, whimper and I take him out and sure enough he has to go! His vet said that he was on the right track and that if it works for us to keep it up! Good luck with your puppy!
