I had (notice I said HAD) a friend that used to do this with kittens. She'd get one and then never clean it's litter box (ewww!) or take it to the vet, get it fixed, etc. Then she'd get evicted for not paying her rent (she had many issues) and just LEAVE the cats there
I took in the first one, but after that I was like NO MORE!
I wish I knew what to do with stupid people. I'd make them all live on their own island if I had my way
