I have to agree, washable pads are the best way to go. They absorb 3 times better than the disposable ones so when they walk on it their feet won't get soaked which makes for a cleaner dog and less mess.

I actually have a dog tent that I use that is "the potty tent". I put a big pad in there and they will go in there and go on the pad. When the pad needs changed I put a clean one done and stick the dirty ones in the washer. They wash up like new everytime. I had the same problem with them peeing off the side of the pad. And Scampers would poop just right off the pad. But since they have to go in the tent I no longer have any accidents to clean up from them missing the pad.
