Even reputable breeders can't absolutely guarantee the size of a puppy. I know you probably meant that they will know the lineage of your puppy, so will have a better idea of what size it will be. I totally agree with you--it is the best way to give the most knowledgeable estimate. But there is no way to be 100% sure, except to purchase an adult, as you suggested.
Please know that I'm not trying to be nit-picky, just wanted to clarify.
