It sounds like that's his way of playing with her. I'd keep a close eye on them and keep them seperated when you're not home, until you are positive that he won't bite her when she gets on his nerves.
Be careful of yelling at him about being rough wiht the baby, it could have the opposite effect. He'll see her as the source of your being upset and could take it out on her. I'm not an expert by any means, but calmly (in your "I'm serious" voice) telling him "no" will be a lot more effective than yelling. That's just my opinion, and experience with my two girls. The point you're trying to convey gets lost in their fright at the yelling.
