my grandma's shih tzu does that to Lily a lot. They get along really well but sometimes Panda (the shih tzu) will start pushing her around just like you described! I don't really worry about it since they aren't together 24/7 and it doesn't seem agressive. I don't have any advice except to just keep telling Skippy 'no!'.
