Thanks everyone for the kind wishes and welcomes! Max acts like nothing has happened except now when Merlin barks, he runs to the door and barks back. LOL!
Animal control left a card for the neighbors to call. The officer said he checked around the house and the fence was too low in two places. He said he would give them 30 days to raise it but, didn't mention what would happen if they did not.
One good thing that happened is I am far more careful when walking him now.
