No..I get VERY annoyed when someone gets in their car and just sits there. Get in your car and leave ASAP...there are people that need that spot so they can go into the store. I get so annoyed when I'm waiting for a spot and someone takes forever to back out of it and leave. Loading kids is one thing, but once you are IN your car, it is time to leave...not talk on your phone, write stuff down, balance your check book, or anything else.
The only one I don't agree with is the "no stalking" rule. When you can't find a spot anywhere, sometimes the only way to find one is to follow someone to their car
