I would crate train her. It's worked with every dog we've ever had. But you have to be consistent, it's a lot of work but so worth it. She's in the crate for about an hour, let her out to go potty. If she goes outside she gets lots and lots of praise and gets to stay out and play (but only for about 1/2 hour) and back in the crate for another hour or so and repeat the process. If she doesn't "go" when you take her out of the crate she goes right back in and try again every 15 minutes until she "goes". It's a lot of work and very hard to do because you won't want to put her back in the crate after the hour is up but it will pay off big time and as she does better you can leave her out longer and longer until you know that you don't have to put her in at all any more. When she's out of the crate you HAVE to watch her like a hawk, don't let her go anywhere that you can't see her because if she has an accident you want to catch her in the act so you can correct her. If you catch her in the act inside the house tell her "no", pick her up and take her outside, if she finishes up outside lots of praise. If she doesn't finish up outside she goes in her crate. Also, when you let her out of her crate have her follow you to the door so that she knows where to go when she has to go potty. If you carry her it'll take her longer to figure it out.
