Usually, you don't find a yorkie puppy bouncing on the side of the road.
And if you actually did happen to find this puppy, that probably means that someone lost her. Did you check around, see any missing dog posters?
Yorkies or any animal can be a big responsibility and very expensive. If you do not have alot of money then taking her to a rescue or re-homeing to someone with money might just be the best option right now.
Oh, and get her to the vet asap!!
