I believe she means the puppy is cold and weak not the mom...
you can use a warm hair dry on her to bring her temp up also throw a fuzzy blanket into the dryer and wrap her in it when its warm...
as Pat said never feed a cold puppy milk, it can kill them...you can take a drop of karo onto your finger and wipe it on each ones tongue remember just a tiny drop...also if you cant get them to latch on put a tad of karo on the nipple sometimes if their strong enough they will latch on to that...
if you have beef liver that too works wonders for a weak puppy...
