I have to agree with potty training to go outside if at all possible. This way they get to know this is the special place they have to go to pee. I think inside it's hard for them to figure out where's the right place versus the wrong one. The xpen should help, but if you take them out you have to be constantly watching, and bring them frequently back to their pad. Atleast once an hour.
