Did you put it between the shoulder blades? They can't lick that. I have used it on Trickse many times, but she can't reach it to lick, she just goes rubbing all over the furniture on her back but it keeps the fleas off. I live in FL. "Flea Heaven", she does not go outside in the grass, just out by the pool that is all concrete, but once in a while she will get a flea. I only use it once in a while. Let us know how it is going.
