have you tried holding a treat in front of his face to get him to walk on leash?

I actually saw this on the dog whisperer the other day. He said to walk the dog next to you not behind you and keep the leash tight straight up and down. if you are walking this way all four legs will be on the ground. If you are in front and pulling him the dog will sit down and put on the breaks, which will not allow you to get him moving.
