I take a round bed with deep sides, I clothes pin a towel over half of it, and place a heating pad under that same half. I put a towel in the bottom. I keep the heating pad on low.
The mother can stay on the cools side and the puppies can snuggle with her or go to heated side. the towel helps to keep the heat from escaping.
This is how my breeder told me to do it, and it works excellently.
