You will not get into trouble using a harness. Police just needs to see the dog on a leash, it doesnt matter if its collar or harness. Harness is a lot safer, and easier on your pups neck!!!!
And he will get used to it once you go outside and he starts exploring new things.

We have a harness which we shall be using
I was just thinking about a collar to wear also, but not to use other than to hold an identity tag, should he escape for whatever reason.
