I've used washable pee pads since Day 1 for Bitsy, and she was completely trained in about 3 weeks.

I started with Pooch Pads and they're good, then I got Lil Bit's pee pads, and they're awesome! She made the exact size I needed, it's way prettier and a LOT more absorbent.

I keep Bitsy's pee pad on a boot tray beside the toilet so when she poops, I can pick it up and flush it in the toilet. Her poop doesn't stain, so after I flush the poop, you can't even tell she even pooped on the pad. Bitsy pees on her pad about 3x a day and she pees outside 1x a day.

I put a new pad down everyday and the used pads are folded dirty side in. I then place the used pads in a one of those lidded and tight garbage cans that's lined with a garbage bag.

Used pads gets washed once a week. I wash them with detergent in the washing machine (I haven't needed to use bleach cuz I don't smell anything, but Bitsy probably can, and that just make sure she knows that that's where she's suppose to go). After I take out the washed pads, I run the machine empty through a rinse cycle with just bleach. I don't put the pads in the dryer since I find that they dry pretty quickly on their own. I usually just hang one of the washed pads over the curtain rod for the bathtub and it's dry in a few hours.
