There are several reasons..most being genetic. If you use flop earred dogs for breeding, it will come down through the genes. If you see the parents and both have ears up, it is still no guarantee the ears will be up..prehaps one grandparent has flop ears..it will show up some time and some point.,,but if both parents ears are up, most pups will be with proper care...some ears go up with no help and that is the way it is...some ears stay down and will not go up with all the help in the world...
Trimming heavy puppy hair off helps in the beginning...after the cartiledge is damaged most stay down...that happens after months of not trimming...
