Yes, my little Lillie has been doing that since she has been about 6 months old. It is the funniest thing and sometimes she will sit there for a long time just kicking - I have to call her a few times for her to stop. She mostly does this when she is acting up - she did it on Saturday to my mom as my mom was eating a pretzel and she went right up to her and looked up at her, barked and kicked her feet back - demanding that my mom give her some of that pretzel.
