i work for an veterinary orthopedic surgeon, so we shave a lot LOL There can be no hair where the incision will be and they need at least a clipper blade length around where the incision is to keep things sterile. Hair can still harbor dirt and bacteria even after being cleaned with sterile surgical scrub. Some vets i guess will do it because that's what their client asks for, but be sure he loads her up with antibiotics afterwards.

we've had show and agility clients ask us NOT to shave for a fracture repair or knee surgery because they don't want to wait for the hair to grow back. they're crazy. they rather have the beautiful hair instead of a sterile surgery field with great risk of infection or worse outcomes.
