I do know that at the time I was showing Go-Go (in Texas) there was a bitch being shown with a full tail. She showed to judges from all over the country....she eventually had to be pulled.....the standard does state the tail should be docked.
As far as picking one.....I'll share what was sited to me......If you can find 3 faults, don't show the dog, the judges will find more....So, 3 strikes your out.
But, then I wouldn't pic a show dog from a picture....I'd want to have my hands on the dog and watch the movement....as well as look at the pedigree. I'd also want to have full knowledge of the breeder and their practices.
