I don't necessarily think it will make a puppy grow to be a larger size than it is meant to be genetically. However, overfeeding will make the dog overweight for it's frame. I have heard of causing dogs to be smaller by not feeding them enough though - if they're malnourished then they don't grow as well

Purchasing from backyard breeders, pet shops, and puppymills perpetuates the suffering of other dogs.
Educate yourself and buy from reputable breeders or rescue.
