Is the pup shaking and shivering all the time? Or, just when you think he's cold? If it's constant, he may be hypoglycemic. Very common at puppy stage. Give him a little karo syrup, or nutrical if you have those. I use honey, myself; but some people have doubts about that.
You might go to Walmart or your local pet store and pick up a sweater or two for the house for the winter months.
