How much water is he drinking? We had a similar problem with Daisy. We had her water down all the time. A trainer friend said sometimes puppies will take little sips of water ALL the time. We leave her water down when she is playing, before and after vigorous exercise and then the rest of the time we give her water and then immediately take her out, before long we were able to leave her water down longer and longer. Puppies are input output machines so if they are constantly inputting they are going to be constantly outputting. It worked for us. I know my other friend did the same thing with monitoring when water was given and it seemed to help her too.
