No he does not understand when you carry him over to a piece of poop, show it to him, and tell him NO. He doesn't correlate you being angry with him pooping there. They will only correlate the NO with pooping in the wrong place if you catch them in the act. How old is he? It sounds like he has too much freedom in the house when he's not ready for it. He needs to be confined to a smaller area unless you are directly supervising him. Once he learns to poop in the right place in the smaller area, you can gradually incease the space he gets. If the problem is that he's pooping when you don't see it, that means he needs to be supervised when he is running around the house. You are going to have to start catching him if you want to tell him No.

Maybe you can potty train him to poop outside? You could still use the potty pads for when he isn't able to go outside, but maybe he would do well pottying outside
