That's really common-both of mine did that as pups too. Just keep correcting with loud, firm, "NO!"'s when you catch him in the act, and take him directly to the pad and say "potty", and when he does go in the right spot, be sure you're using positive reinforcement, giving praise, praise PRAISE and treats. He'll get there, but it takes some time...and a LOT of patience
