I didn't realize he was a rescue. Yes, contact the group and explain the situation. Hopefully they will help you with the vet bills, although he could have just as easily picked up a skin infection at the groomers if they aren't careful about sanitizing the equipment between clients. Some salons are downright dirty.
I wouldn't bother with the allergy testing right now and that is probably the most expensive test, but you really need to find out if you are dealing with ringworm (fungus) or mange as it can be spread to humans. It will get very expensive if your whole family gets infected so it will be cheaper to go ahead and get your Yorkie tested now.
