It'd be much easier to help if you had pictures of it. I know Lilly had something like this and it weirdly disappeared then came back so I asked the vet about it when I finally remembered (I kept forgetting because it didn't seem urgent, it didn't bother her and she was acting normal) and he said it was sort of like if you were to have a birthmark... it's just a different color of pigment in the skin. I'll attach a picture of Lilly's.
