We use potty pads in a litter box and love it. They are not messy at all- way cleaner than paper IMHO. I use the Arm and Hammer brand from Target and they are extremely affordable. I used to have a frame but prefer the litter box because Sugar likes to go on the very edge and this prevents any accidents. Sugar lifts his leg outside sometimes but squats in the litterbox. Even if he did lift his leg the side would catch it though. It is also so easy to travel with. Let me know if you have any questions.

BTW I don't know if you are getting a boy or not but with our's- Spike has never lifted his leg and I think it's because he was neutered at 6 months. Sugar was a year and a half when he was neutered and before that he lifted his leg all of the time- constantly. The very day he came home from his surgery he all but stopped lifting his leg. I think it helps a lot to have them neutered.
