It could be anything from an ingrown hair to a blocked pore to a bug bite. I would trim her nails short and try to distract her from scratching and wait it out. Will she let you get a good look at it? Is she making it bleed with constant scratching.
If there is any chance that she will damage her eye with constant scratching, then consult your vet.
