For regular photos to appear along with a post. Follow these instructions...
Click "reply" or "new thread" and after you type in your message, scroll down the page past all of the icons to a bar that says "manage attachments". When you click on that, you will have a separate window come up. You can post up to four photos per message. They have to be fairly small though. Resize them to less than 200 kb.

Also, if you are trying to attach pictures to private messages, I don't think that's possible. At least, I haven't figured it out.
