Thanks for the input everyone. I know that it was a lot of change all at once. When we first moved we let her use her pee pads for about a month and we have always had the pads near the back door in both homes. If she does have an accident she always goes in front of the door. So, I know she understands to some extent. I haven't put a pee pad outside in the yard where I want her to go because I live in Germany and the weather here has been rain all the time and then they get soaked and blown around.
