Is it possible, that you did to many changes at one time? Did you do the move and take her potty pads away at the same time? If so she might be confused by all the changes.

You might consider going back to potty pads. Until she fully gets the idea of going outside all the time. I have heard others talk about putting the potty pad near the door that you want them to use. You could also set a potty pad outside where you want her to go.

What about having her on a leash with you, as you go about the house instead of confining her to one area. This way you can watch for her potty signal. She is a little older and use to being around you...she might not like being left downstairs.
