Yes it is very normal...that area is the larynx. Humans, dogs, cats, etc. all have a very similar larynx. The larynx is up closer to the head though than the chest. Here's a website that shows the parts of the larynx: http://mywebpages.comcast.net/wnor/lesson11.htm
