If you're not planning on breeding, then neuter that boy now. Then you won't risk an "oops" before you can have your female spayed. If you have him neutered early, he may never try to hump her. If he's older and his hormones have kicked in he might. Some do it as a dominance thing regardless of wether the female is in heat or not.

If you are planning on breeding then, like Mardelin said, you will have to keep them separated until she is old enough to breed.
