I think Irene of Stellaryorkies, Whipsersmom2 or Yorkierose can answer your question but I believe to be a Biewer, they have to actually have come from the Biewer line which is a kennel in Germany that first developed the breed.
Here, they are now breeding for the Tri-color yorkie but it cannot be called a Biewer because it does not have the Biewer lineage. I think this is correct. Eventually, the two will probably merge and become the same but it may take a long time as things seem to change very slowly in the show dog world. I may be all wrong too.
