I have no idea. I know you can't use the dog one on cats but I'm not sure about the other way around. I'd go to the frontline website and find their contact info...call or e-mail them to find out. What about trying a different flea preventative like Advantage? They have a <10lbs dose. That's what I use on Lacy.
There is a new flea preventative coming out called Promeris. I'm supposed to be getting some for free soon. I'm not sure what the weights are for that product though.
