If they are biting the treats and them giving the treats to the dogs, that's called "Baiting". It not only rewards the dogs, it gets their attention when the judge is inspecting. A lot of handlers keep the treats in their own mouths tucked between their teeth and inside cheek. The handler is biting the treat into much smaller pieces to give to the dog, so the treat lasts longer.

ps~ It's so disgusting!!! I have heard that a lot of handlers use things like chicken livers & lungs. And then they put it in their mouths and hold on to it the entire time they are in the ring!!! Eek! Talk about dedication!
