Here is the list of questions I ask people who want to adopt any of my fosters.

Do you have other pets? If so what are their ages and breeds?

Do you have any children? If so, what ages?

What are your living arrangments? (House, Apt, own, rent?)

If you rent do you have the landlords permission to have pets?

Do you have a fenced in yard?

Is this your first time owning a dog?

Why do you want a this breed of dog specifically?

Where will the dog stay during the day?

How many hours a day will the dog be home alone?

How will you exercise the dog?

When you go out of town for vacation, what will you do with the dog?

Do you agree that if at any time you are unable to care for this dog
properly, she is to be returned to me?

What issues do you forsee that you would give her up?

Have you had any dogs in the past? If so, what happened to them?

Have you ever given up a pet for any reason? IF so, why?

What experiences have you had with yorkies?

How do you plan to train your puppy?

I do rescue and am very picky about where my babies go, so some of these question may or may not be useful to you.

Since yorkies are fragile in comparison to other dogs, I would maybe ask a question to make sure how expensive vet bills can be if something does happen.

Also if they have current dogs I call their vets to make sure their current dogs are UTD on shots and everything.
