In Illustrator there is no background unless you put one in. The page will always be white but that is not the background. If you import a file that is not in "vector" format, then the imported file is "placed" as an object inside a square - then yes you will have background issues, but if you are building the artwork directly in Illustrator, there is no background. If you want a background, you need to

A. Import a background file
or
B. Draw a square and fill it with background color.

If you want to import a image that has background (like a clip art) you first need to open it in photoshop, remove the background color then open that file from Illustrator, copy and paste it into your working Illustrator file.
