i would say at least make an effort to find the owners..... from the way you described him he looked very uncared for, but that might be from neglect or that hes been lost a long time...... either way i would be soooo angry if someone didnt make an attempt and it was my dog...... but i agree with most the posts... SCREEN THE PEOPLE if they attempt to claim him...... pictures are great indicators (but from teh horrible state he is in it might not look like him ????) just be very people, i cant stress enough how many dishonest people there are in this world just waiting to take advantage of other people... good luck, and i really hope you do get to keep him, but try and make an effort, i know how tempting the choice to keep him is....
